Kelly Anderson – Landscape Planning Director

Kelly is a Director with nearly 30 years of professional experience in landscape and visual assessment for major renewable energy developments. She has worked on planning and EIA projects for large scale wind, transmission lines, solar, nuclear, energy from waste and hydro power throughout England, Scotland and Wales. She has appeared as an expert witness at Local Public Inquiry for s36 renewable energy developments, as well as Hearings and written representations at Appeal. She is also part of the Scottish Government’s working group to develop assessment guidance in relation to Aviation Lighting for onshore wind energy developments.
John Ingham – Landscape Planning Director

John is a Chartered Landscape Architect with 25 years professional experience in private practice focussing principally on landscape and environmental planning and strategic level design for major development, engineering and infrastructure projects. Although he has a sound working knowledge of all aspects of landscape architecture, John’s specialism and core area of expertise is in landscape planning especially Landscape and Visual Impact Assessment (LVIA). He is also an experienced multi-disciplinary project manager and EIA coordinator. He has excellent knowledge of survey, appraisal and evaluation techniques, including liaison with stakeholders affected by development.
John is an experienced landscape expert witness. He has presented landscape and visual evidence at many public inquiries and hearings conducted under varying legislation and prepared written representations in relation to several more appeals. He has also successfully delivered evidence in relation to the examination of local development plans.
Lisa Russell – Planning and EIA Director

Lisa is our lead Planning and EIA Director for Scotland, with over 20 years experience. She has worked as an expert in renewables throughout this time both as lead EIA Director and Lead planner. Her core knowledge of the planning, energy and EIA legislation, process and systems has enabled her to be involved in a wide range of established and emerging technologies, including but not limited to onshore wind, solar, grid, battery storage, biomass, synchronous condensers, nuclear, hydro and hydrogen. She has experience as an expert witness for S.36 onshore wind.

With a background in Development Control within local authorities, Joanna possesses a robust understanding of the intricacies of the Development Management process. Her expertise spans various sectors including renewable energy, waste management, leisure facilities, as well as residential and commercial developments. Joanna also has a successful track record in strategic land portfolio reviews, identifying development potential and strategies for progression in both the short term, through planning applications, and the long term, through representation within the local plan examination process. Her breadth of project experience allows her to advise on policy-focused planning strategies, represent clients at Local Plan Examinations, undertake effective community consultation, prepare compelling planning submissions and coordinate supporting appraisals and EIA chapter contributions from technical specialists.
Sarah Sinclair – Planning Director

Sarah is a Director at Stephenson Halliday with over 20 years planning experience in the private sector. She has extensive experience in a number of sectors, including energy. She has led the planning on a wide range of projects in the energy sector including, electricity transmission infrastructure, wind farms, solar farms, battery energy storage, hydro-electric and hydrogen.
She has undertaken the EIA management for a number of projects and is also experienced in appeals and providing planning support at Public Local Inquiries.

Pernille has 19 years experience in environmental consultancy and is a Chartered Waste Manager and has worked on a wide range of waste infrastructure related projects in her previous role. Since joining Stephenson Halliday Pernille has been involved in various projects as an EIA coordinator, focusing on renewable energy projects mainly onshore wind but also including commercial, residential, tourism and recreation EIA projects and project management.

Stephen has recently joined Stephenson Halliday as a Landscape Director at the RSK Glasgow office.
He is a Chartered Member of the Landscape Institute with over 25 years’ experience with all stages of the project lifecycle, and has led on the landscape planning and delivery of Scotland’s largest linear infrastructure projects. Stephen is experienced in Landscape & Visual Impact Assessment, Landscape design and place-making, and represents the Landscape Institute on the Glasgow Urban Design Panel.
Tom Diggle – Consultant Landscape Architect

Tom is a Consultant Landscape Architect that has been with Stephenson Halliday since 2021. During this time, he has mainly worked in the renewables sector but also has experience in landscape design. Tom has worked on a wide span of projects which include windfarms, solar farms, grid connections, battery storage schemes and large buildings.
Tom completed his MA in Landscape architecture in 2021, where he developed his skills in Adobe suit, ArcGIS, QGIS as well as a broader knowledge gained at university surrounding landscape architecture. Tom’s dissertation was a deeper delve into how planting around health care facilities can impact the patients mental and physical health. During this research he gained a good knowledge of the Biophilia hypothesis as well as learning techniques to better understand the data he collected while on site visits.
Holly Robinson – Senior Planner

Holly recently joined the Stephenson Halliday Kendal office as a Senior Planner. Before working at Stephenson Halliday, Holly was a Lake District National Park Authority (LDNPA) planner.
Recent work has included preparing a planning statement for an application for a wind turbine, solar array, and hydrogen production and storage facility in Aberdeen. Holly is a chartered Royal Town Planning Institute (RTPI) member.
Emma Lewis – Senior Environmental Planner

Emma is a Senior Environmental Planner who attained first class honours in her MEnv (Integrated Masters) degree in Environmental Geography from the University of York. Emma has worked for the private sector on a variety of projects within varying sectors but has specialised to date within the renewable energy sector. Emma has a background in project management and coordination, having taken on the role of project manager on a range of solar, private wire, and battery energy storage system projects. She is also able to provide planning services and GIS support. In her spare time, Emma enjoys spending time with her partner and Lurcher puppy on walks in the North Yorks Moors.
Saiqa Noreen – Principal Planner

Saiqa is a Chartered Town Planner with over sixteen years of experience in the private sector. She has experience in mineral, waste, renewable energy, commercial, residential and strategic development planning. Saiqa’s professional expertise includes project management; planning application submissions; strategic site promotion through Local Plan/Local Development Framework process; public consultation and Environmental Impact Assessment/Environmental Statement preparation and coordination. Outside of work Saiqa enjoys spending time with family and friends and travelling abroad visiting new places and experiencing new cultures.
